India’s Bulk Drug Parks and PLI Programme: What the Data Means for Suppliers

India is investing heavily in pharmaceutical ingredient manufacturing through the PLI Scheme for Bulk Drugs and the Scheme for Promotion of Bulk Drug Parks. For chemical suppliers, these programmes influence where manufacturing capacity develops and which inputs buyers require.

Three Bulk Drug Parks Approved

Approved parks are located in Andhra Pradesh, Gujarat, and Himachal Pradesh, with a combined project cost exceeding ₹6,306 crore. Shared infrastructure includes power, steam, effluent treatment, and warehousing.

However, approval does not mean all facilities are operational or that tenants have started commercial production.

PLI Scheme Achievements (As of Dec 2025)

  • 48 greenfield projects approved.
  • 38 projects covering 28 notified products commissioned.
  • ~56,800 metric tonnes/year capacity established.
  • Cumulative reported sales: ₹2,720 crore (including ₹527.96 crore exports).

These figures show implementation progress, but do not establish that every facility is operating at full capacity.

What This Means for Chemical Suppliers

  1. Process chemicals & solvents: Demand depends on the plant's specific production process and commissioning stage.
  2. Specialized intermediates: Map requirements to specific products rather than assuming every park needs the same chemicals.
  3. Qualification: Price alone may not determine supplier selection; consistent specifications and traceability are critical.

How to Identify Real Opportunities

A supplier-development process should establish:

  • The park's current construction status.
  • Which companies have actually commissioned production.
  • The specific input chemicals required.
  • Evidence of an active requirement.
Project announcements are a starting point for research, not proof of immediate purchasing demand.
